If it is under the chin its called a dewlap and is just extra fat and skin. If its more on the back of the neck it could be mated fur or it could be a fly under the skin..check and if its a mat remove it if it looks like a bump with a black eye then its a fly and you have to break the bubble open and squeeze the fly larva out. If it is a long haired breed then it's fur is possibly matted, you need to groom your rabbit! It could also be a tumour, no one here can know for sure unless you explain better and provide good quality pictures. So a vet trip is in order to either remove the tumour or cut out the matted hair, you may hurt the rabbit if you try and cut off matted hair yourself
If it is just a tuft of hair you can cut it off, the hair will grow back. If it is something under the skin you will need to take the rabbit to a vet because it could be an abcess or tumor.
It could just be matted fur from a moult, but if it seems to be anything on or under the skin then a trip to the vet is in order.
