The digging is just him having fun - playing. The mounting is a problem.
Separate them. They can live in nearby cages/pens or you can have them neutered/spayed.
If you plan on leaving them intact to breed you still need to separate them. You don't breed females until they are at least 6 months old. You don't breed brother/sister pairs, either. mother/son or father/daughter breedings are okay with rabbits but done with some knowledge or you can get some bad results.
Don't be careless and just let your rabbits breed. You little girl can get pregnant very young and she'd be really bad off having babies before she's fully grown. Either get him neutered or put him in his own cage.You might also put up an outdoor pen for them,so they can run around and dig for a few hours a day.
