Yes the dwarf breeds would be the smallest. Some of them include:
Polish
Netherland Dwarf
Jersey Wooly
Holland Lop
Each breed has is overall general personality. Netherland dwarfs have a reputation for being a little on the wild side. Holland lops also tend to be a quite active. Jersey Woolies are a calmer breed. Again keep in mind that individual rabbits within each breed have their own temperament. Dutch are a little bigger, but we've always found them to be excellent pets.
I'd recommend that you attend an ARBA rabbit show. There you will be able to see all the breeds, and actually talk to breeders about what you are looking for. Their site http://www.arba.net has lists of shows by state. Admission is free to all the shows.
For a first time rabbit owner I'd go with the holland lop.

The Netherland Dwarf is the smallest yes, but not always the best for people new to the rabbit world. They aren't the friendliest of breeds, sometimes the does can be very cranky, and they are boring, just sitting in one corner of there cage all the time, not very exploitative. Mini Rexs are nice, they have a really soft coat, most seem to be friendly, fun, and exploitative. But the breed I would recommend the most would either be the Mini Satin or the Velveteen Lop. The mini Satin is small, being only 5 pounds or less, and the are super friendly and loyal like a dog, sitting by your side to be petted instead of running away and hiding. The Velveteen Lop has the super soft hair of the Mini Rex and is super friendly and they also have lopped ears, 14 inches long around max length. These guys also only weigh 5 pounds or less, unless you spoil them... ours kind of got a little over weight for showing, but so what she likes the attention! Hope this helps, Kristin.
P.S If you don't care about size the English Lop is another really fun breed, they have 20'; long lopped ears and they love attention, to play games, and to cuddle up to you.

The Dwarf Hoto is pretty small and cute, but also nicknamed 'the jaws of the fancy.'
The Holland lop is the smallest lop (floppy eared)
And the Jersey Woolly is a great pet rabbit. It's a dwarf with part angora so it's a very small calm little rabbit. They were bred just to be pet.
In all cases I would recommend you get one from a breeder - ask about it's parents and such. Tell them you want a 'pet' quality animal for a pet. They will help guide you in the right direction.

The Netherland Dwarf is the smallest, but I also have found them to be aggressive. The Mini Satin and Velveteen Lops are good choices, however they are also going to be expensive and rare. A common choice would be the Polish (2.5 lbs.) or even better, the Himalayan. Polish are more common than Himalayans, but the ';himmies'; are extremely calm and make great pets. They are typically easy to litter box train if you are interested in that, they are small (3.5 lbs) and the bucks especially are tame. If you don't mind grooming a lot, the Jersey Wooly is also small (3 lbs.) and very friendly, though occasionally, the does are a bit aggressive.
